"Half past" is in German "halb" + the following full hour. E.g. "Es ist halb zwölf." - "It's half past eleven."
"Quarter to" is in German "Viertel vor" + the following full hour. E.g. "Es ist Viertel vor zwölf." - "It's quarter to twelve."

don´t be embarrassed! As you are a beginner in German, of course you do mistakes! I´d be glad to support you with your German studies!
So just keep in mind that at daytime, afternoon hours from 12pm until 12am are written like: 12.00, 13.00, 14.00, etc. and 12am (midnight) is wirtten as 24.00 in German.

I am totally completely confused and embarrassed. I think I need to learn how to tell time in English first and then work on the German. I understand 7:00 but it's obviously the 19:00 that confuses me.

Please have a look here: 19:00 means "neunzehn Uhr" (pm) or 7:00 "sieben Uhr" (am). 19:30 is "neunzehn Uhr dreißig) and 7:30 (halb acht or sieben Uhr dreißig).

The clue to your question lies in the half "past" ten - what we say in German is (literally) "half ten". I hope this makes it clear why we say "halb zehn" and refer to half past nine. We never speak about "past".
To say it is "half past ten", you could say "Es ist 30 Minuten nach (nach = past) 10." Or, of course "Es ist halb 11."

I have a question related to time in Deutsch.
When we want to say half past, We say it is half past 10 for example.
But in Vocabulary expansion section, I saw halb zehn means half past nine (9:30) like this Es ist jetzt halb zehn.
halb means half and zehn means ten so why it is half past nine.
Could you please clarify this to me.
