please remember that "is" in this case is a form of "to be" which is part of the
present continuous tense. "is setting" in the above sentence is the translation of "geht unter".
"Die Sonne geht unter" is a standing phrase in German.
If you wanted to be very very precise, you could say "Die Sonne geht gerade unter"
to more accurately describe the fact that it is setting right now (present continuous).
