The best Concert scene is doubtlessly in Berlin, closely followed by Munich and the so called "Ruhrpott".
I am living in a part of Germany that belonged to the former DDR. We are frequently complaining that almost nothing ever comes our way. If a band wants to come to Germany and they have only one stop, than it is going to be in one of the areas mentioned above.

Best food... well, that's a tricky question. A lot of things you can get everywhere, some you don't. But in general: you will have yummy food around everywhere.

The best college Question is another tricky one.
First question would be: do you go for one that has a well sounding name or for one where you can actually study? The smaller the college the less money they have for good equipment, but you also have a chance of actually accessing a course with a reasonable number of students. The larger the university, the larger the courses, given that you can get into a lecture to beginn with and the tutor isn't going to throw you out right at the beginng, because there are to many people.
In short: everything has it's pro and con.
There are a number of universities that were granted the title "Eliteuniversität", meaning that only the brightest are allowed to study their and they get a special financial support by the German government. You also have to pay a pretty high semester fee to be admitted, which in turn is supposed to financially aid the university. The system itself is still a little problematic, but they are trying.
In the end your studies are only as good as the efford you put into it. And since you can get every book through "Fernleihe" you should be able to make the most out of it everywhere.
And, you also have the chance to apply to a "Fachhochschule". It's no university, but they are more into providing you with a timetable and teaching with a more practical approach.

The main question is why you are asking. Generally speaking the best place to study varies accordning to the subject you want to study.[/i]
