advice for someone learning for a first degree in Germany on meeting the cost of living( assuming no prior exp. or qualifications)?.

Berlin is the best place to live; it has the best ratio between cost of living and quality of it in all of Europe & North America. To earn money on the side, teaching English (just private 1:1 to people at university if you don't have any qualification beyond being a native speaker) or proofreading English will probably be the best. You could also be a waiter, or work at the cashier of a 24 hour store, which allows you some study time, but there are plenty of German students already looking to do those jobs and they don't pay as well.

for people who aren't native english speakers
are 1 on 1 math lessons common? and where would you post it? on a university board or maybe on the internet?

Yes, 1 on 1 lessons on any difficult school subject are common. I would post at both universities and high school black boards.
