Ja and Nee exist in German as well.
They are not used together as you describe it, but
"ja" means yes, and "nee" is a local dialect for "nein" or "no".

In Afrikaans (South Africa) it means to agree or confirm with disgust or refusal , but literally the words together says "Yes- No"
