The question “Was empfhelen Sie?” can only be used to ask what you recommend for food or can it also be used to ask what someone’s recommend about anything, example a movie?

“Was empfehlen Sie?” is good for any kind of recommendation. “empfehlen” simply means to recommend. :-)

You can also be more specific, using a form of “welcher”, for example by asking “Welchen Film empfehlen Sie?” (what film do you recommend) or “Welche Band empfehlen Sie?” (what band do you recommend).
